What a bizarre movie, leave it to Wes Craven to create a film that, while it may not always work, is at least very memorable, it's one part urban tale, one part domestic child abuse, and overall just bizarre disturbing, its hard to believe this was ever greenlit, given the menace to children and the messed up nature of the villains, like I said before, it doesnt quite all work, the tone shifts from horror to comedy to flat out slapstick at times, and some of it gets pretty implausible, but I dont discourage people from seeing it just for the sheer audacity of it.
