Set against the back drop of new orleans post huricaine katrina,and serving as a setting,for dirty cops fighting the drug trade that sprung up,hassomeinteresting things tosay,and is also a okay police thriler,smarrtly directed in parts,with kilmer and fifty cent putting in good work.
