The writers, director and actors wanted to make a 70s-style cop movie. They suceeded, as they ripped off every cliche and plot line from every possible cop movie, 70s or not. It's like Serpico without personality or originality.
Everyone is fine in it, but the characters are so stock, the events and story so predictiable, it's not surprising that the only decent character is white, the bad cops are stereotypical and the bad guys are all blacks and latinos.
