Ridiculous effort from crappy exploitation director William Lustig about a psycho who goes around killing innocent people while dressed as a police officer.
Despite a who's who of exploitation films being involved - Lustig (Maniac, Vigilante) directing, Larry Cohen (Q: The Winged Serpent, the It's Alive series) writing and producing, and starring Bruce Campbell (the Evil Dead series), Tom Atkins (The Fog, Escape from New York), Richard Roundtree (Shaft), William Smith (The Swinging Barmaids, Red Dawn), Robert Z'Dar (Cherry 2000, Tango & Cash) and a cameo by Evil Dead director Sam Raimi as a reporter (he also shot second unit footage of the St. Patrick's Day Parade used in the film) - this is really really bad movie - and not in a fun, campy way either. Just a real piece of crap.
