Broomfield does not in any way cop out of suggesting Courtney's involvement, but rather changes his angle mid-film, a classic Broomfield move. He realises that he is probably not going to solve any crimes, but what he can do is make an account of the anti-press attitudes that both Kurt and Courtney exhibited.
Someone below says this film 'doesn't amount to anything', and that's precisely why it's so great. Broomfield says 'Excuse me, what is going on here?' and then realises he doesn't know the answer so just goes home to Barney.
