Baker plays yet another boozy unsympathetic cop who plays by his own rules. This time he goes from Texas to Malta to take on an escaped con with gangster ties. Baker's cowboy get-ups are just one of the numerous things wrong with this one.
The main villain is also hilarious but that is because he act act at all.
