Effective to a certain degree, but it genuinely feels derivative of other tv/film.
It feels assembled. It feels like an assembled load of derivative pieces, with some pieces done relatively well, and some as flat as a pancake. The cumilative effect leads to a film that kinda works (and even briefly inspires), but doesn't feel that natural.

It looks like it was filmed in Nostalgia-on-Thames*.
Nice little period details abound, but there is a distinct sense of unreality in the film visually. Lets call it the rosiness...
Jack Doolan is quite good in it. He is the fella in the glasses.
