Not all "detective" style films are necessarily noir. this is more of a James Stewart investigation film than a film noir, but that doesn't hurt anything. Everyone in the film does their part well, but the style of this story has been done better and more effectively.
Especially with Stewart. However, the incorporation of a documentary style approach of the incident, the fact that it is shot on real locations, and that it is based on a true story give it a bonus. It just rests too heavily on Stewart's skill as a leading man to pull it off.
