Can a movie about voyeurism actually become a certified love story? Somehow Kieslowski does it, but that shouldn't be a surprise. I personally prefer the look and style of "A Short Film About Killing", but "Love" has a great blue filtered look that suits the distant coldness in the story. Creepy at first, very deep and emotional by the end.

A young man watches a woman from across the street through his telescope, becoming infatuated and falling in love with her. What starts as a creepy story of a man stalking a woman for an encounter, becomes an eye-opener for the woman, as she realizes he knows everything about her, including things she doesn't notice for herself, like her longing for love in the wrong places and not knowing what she really wants.
