This was a frustrating watch, but not because of the subject matter. Police Beat was a strong, lyrical debut, but Devor isn't able to extend that sense of longing into his new effort. Ambiguity is often the point, but I never got a sense of the film's perspective.
It meanders in this shadowy world. It's often well shot, but the dramatic recreations rarely work. I don't expect answers, but I wasn't left wanting to sift through or understand any of it.
