Apocalypse just wasn't smart enough to transform his four bad mutants into giving them more talent besides enhancing their powers, to become multi-talented by combining all their powers so that they can be more powerful in defending themselves and not just more powerful in their monotonous attacking stlye.

His weakness also is that he cannot focus on every X-men attack at the same time and suffers miserably easily by a single X-men mutant who happens to be female. He could have rounded up all the rogue mutants in the world to create an army of mutant terrorists, each sharing each other's talent, making them totally invincible to all of the few X-men who are mostly in their early adult years ::
