Yeah it is that bad. It's a sort remake of Steven Spielberg's Duel.The only difference being that they seem to drive the same pieces of road over and over again. And apparently a moder Ford Mustang can't outrun an old tow truck but it can be rammed by an old tow truck quite hard without getting any scratches or dents.
..The Actors aren't that bad. However, the characters are so poorly written that they make little sense... It's simply a very bad movie...
