The concept would have been better served up as a mini-series. Too many characters shoved into one movie. This would have been considered a great action movie 15 years ago, but these days, people like to see characterizations and diverging plot points.
Lots of potential gone to waste. Maybe they were worried about comparisons to Orphan Black. Even so, it moves along well.
