This whole film is one long car chase, where things like characterisation are dealt with en-route.
Kowalski has two days to get across the US, and along the way upsets enough police officers to make him public-enemy numero uno. However, the public, led by a blind DJ, are right behind him as he comes to represent absolute "wind-in-your-hair" freedom.
It's not dissimiliar to Easy Rider with its messages, and it's also part Blues Brothers. It's a damn good ride thanks to the all-go pace, and the ending will really hit you.
