Going by the name of Commander Krill, Gary Busey's most infuriating character in aeons provides the literal plankton for Steven Seagal's duty bound patriot, peeved after his last short order came back marked with a demotion.

Like Jeff Shannon suggested, it's an aquatic Die Hard with Seagal knocking home runs left right and centre while Messers Jones and Meaney jump from the comic book bad guy trope in worried little boys who realise they've bitten off more than they could handle.

Of course it's 100% dumbass and hopelessly out of date even for 1992, and so what...? Seagal has never claimed to be another Richard Burton or Alec Guinness, nor do his audience expect that from him, matinee roller coaster rides like Under Siege will suffice quite nicely instead.
