Pretty great murder-mystery/police-corruption-thriller! Orson Welles is great as the police captain of dubious morals, as is Charlton Heston(per-'Ben Hur' & 'Planet of the Apes') as the "Mexiacan" cop just trying to find the truth & protect his wife (Janet Leigh, who has more to do here than in 'Psycho').
The story unfolds well and is shot expertly, with plenty of shadows - and the opening scene is great. I would go as far as saying I prefer 'Touch of Evil' over 'Citizen Kane'!
