The premise of The Producers must be included in the discussion of the funniest, most full-of-potential premises in movie history. But the movie is surprisingly light on actual jokes, and is more often amusing than anything else - you can't help but feel like Mel Brooks could have done more with such an outstanding concept.
And another thing - why is everyone always yelling, and why does Gene Wilder always look like he's about to crack up?
