Inspector pursues a renowned jewel thief known as The Phantom. Film's appeal rests squarely on Peter Sellers as the bungling inspector--who has great timing. Like most Blake Edwards' films, it feels dated in many parts.
Although film is more centered on David Niven's Phantom, it was Sellers character that carried forward along with the cartoon panther.
