Based on the Basil of Baker Street books. Charming, with fun "cameos" by Basil Rathbone and Nigel Bruce. Olivia is adorable, if a bit screamy, and Dawson, though he's got great heart, isn't nearly as clever and capable as Watson; but they're both fitting counterparts for Basil's Holmesian quirks.
I loved this movie as a kid and I love it now.
