Although it's probably a good idea to see Cat People first, that should only be to get the background on the characters of Oliver, Alice and Irena. This "sequel" has absolutely nothing to do with people who turn into cats.
Instead it is a beautiful and insightful look at a child caught up in her own imaginary world because of a cold and overbearing father who is afraid of her imagination and creativity. An interesting study of childhood isolation, a beautiful fairy tale and a must for anyone who ever had an imaginary friend.
