It's not a horror film or a even a true sequel. Many of the lower ratings are due to people haveing false expectations about what this gem of a movie is "suppose to be". COTCP vividly dives into the mystical and often lonely world of a child's mind.
A child's perception isn't always accurate, but is sometimes more lovely that the realm of "real life". The "Man of Shadows" documentary on Val Lewton explains why the title was deliberately misleading.
