Yes, this is about whipping up mass hysteria against the veritable scapegoat, the destructive and disastrous ways in which people can behave when communities take an appalling pleasure in joining together to point fingers at those caught in the wrong place at the wrong time.
But what to me, really consolidates the film's power is that it ultimately raises and answers the question of who is truly godly: those who raise a huge song and dance about their faith, or those whose faith is quiet, strong and private.
Strong and difficult truths to swallow, and a question that our political masters would do well to consider. Also, stunning performances by the main players.
