Mr. Hosoda is skilled with fight scenes, and his settings — the pastel-hued Jutengai and the drab Shibuya, evoked at times with surveillance-camera perspectives and crowd-paranoia angles — are impressive.
But the characterizations and conflicts here are strictly generic.
