Not your typical horror movie, The Babadook is more of a psychological thriller, than a mindless gore fest. Over the years horror movies have become cliched and predictable, but this movie gives us something new and fresh.
You don't need that many jump scares to make a good horror movie, just unsettling behavior, and an unnerving environment and situations.
