Hilariously bad, but not enough to make it good. The problems in this movie are tremendous. Every character from the game is butchered, the script is absolutely terrible, nobody knows how to act save a few people, most notable Raul Julia, and there is a significant lack of hadouken.
This movie attributes to nothing more than fan service, and seeing your favorite characters on the big screen, kinda. Also, for a movie about street fighter there was very little street fighting, and when there is it is pretty awful.
It was somewhat entertaining in parts, so it wasn't a complete mess, I suppose.
