What we have here is a confident sci-fi thriller from a time when that wasn't really happening. The story has a lot to take in. Its mostly a mixture of corruption and racism. It takes a while to get to the core story (about 50 minutes) which may sound like a long time but it actually feels like a breeze.
Major props to the director for that. The idea of "squids" is essentially virtual reality sold like a black market drug. Its actual refreshing to see it done that way. The acting, visuals and direction is all done very well.
It occasionally can be uncomfortable but that's sort of the point. The are plenty of twists and turns and the end result works just fine. As an overall standing, "Strange Days" is a great film with a fresh take on many themes and ideas that you may have seen before but are well executed.
