The movie was wonderful, a perfect balance of showing us how the problem developed with glimpses into his personal life to let us digest what just happened. The movie ends with the program ending by act of Congress with presidential affirmation, but the movie itself makes you question whether that actually happened, since this officially wasn't going on.
