There's a lot about this that represents the worst of Golden Age Hollywood: the American actors playing British people, not even attempting British accents despite being on camera with Brits, the sets and background paintings, and the exteriors which look an awful lot like California.
On the other hand, the race is pretty well filmed given the day, and it was filmed at a location! (even if it was second unit, which it looks like). And the ending isn't quite as deliriously upbeat as I expected.
There're the usual transparent life lessons and such but for a traditional Hollywood children's film you could do a lot worse.
