The schoolbully is invited by the older brothers of one of his victims (Rory Culkin) on a canoeing trip because they want to get even with him. Of course things go wrong and the naughty kid gets it. It's similar to the superior 'Stand By Me', with some profound ethical issues added.
The main problem I had with the movie is that I wasn't able to feel an ounce of sympathy for the bully. It's not that he deserved what he had coming, but...almost.
