It's a prequel to Infernal Affairs which was an amazing film. This one is ok but it doesn't compare; it just goes deeper into the backstory. If you see the first one, it's better not to bother with this one or the third one.
Just watch the first one, you'll love it. But if you must, this one isn't bad it just wasn't necessary to make this (but since it was a huge box-office success in Hong Kong, why not try to make more money, Hollywood does it all the time so you can't blame them).
