The plot is RIDICULO!
If we had the capacity for space flight and colonization, why did they decide to take only 4000 people on a "mother ship" to an interplanetary route? We could have formed space stations and bases on the moon, the asteroid belt and Mars; from there (safe bases for humanity) continue to analyze the data of Godzilla and the other kaijus, combining attacks from space. There is no reason to leave the planet and with only 4000 people, the one who thought that strategy must have been political.
