In terms of scares, I would give it 2.5 stars. It only made me jump a couple of times. In terms of being a suspenseful, well-acted, nicely-paced, bullet-pumped, action-packed thrill ride of a werewolf movie.
..this is why I gave it a full 5 stars. What it lacks in scares, it makes up for in those points above, as well as having characters I actually care about, the occasional plot twist and the whole thing wouldn't be complete without some good ol' fashioned blood, guts and gore splashed everywhere.
