Though it has the Doctor Who name, there isn't much Doctor Who about it. There are a lot of confusing, unexplained things mentioned in this movie that I am uncertain as to whether or not they are actually Doctor Who canon.
It's also very... '90s. Not a particularly good decade for American films, and a seemingly worse decade for British films set in America.
