I suspect the book is better, as it might deal more with content and less with form. To watch Bogarde's face for two hours is a bit thin, even though he handles to show the inner struggle of his inhibited character quite well.
I have some sort of ambivalent inclination towards Visconti, even though I am more than aware of his weaknesses. The metaphors are too obvious and the fact that there is little dialogue makes it even more visible.
Also, there is a strange nostalgia hovering over this movie, a bit dense and uncomfortable, just like the pestilence over Venice.
