The role of the Clocker might have been aggrandized in this movie - read Freakanomics by Stephen Dubner and Stephen Levitt to understand that they barely make minimum wage, and the only people in drugs making any serious coin are the gang leaders, such as Delroy Lindo's character, and his bosses.
Spike Lee compare the community's attitude toward the Clocker nicely: Shorty looks up to Spike, but Shorty's mom Iris and her friend Andre the Giant only tolerate Spike until he begins to mentor Shorty.
There's many twists in this crime story, and the ending surprises the audience because you really think Deterctive Rocco Klein is onto something.
