Chaplin's greatest film, and the best representation of the breadth of his filmmaking, pulling together all the disparate elements of his craft. Released after the emergence of talkies, City Lights is genuinely funny and heartfelt.
The scene in which the Tramp swallows a whistle and ends up with an entourage of dogs is gold, and the final scene is one of the classic moments of Western cinema, beautiful and touching.
