Since he was undoubtedly a genius and made a whole range of masterpieces throughout his career, it is difficult to choose "the best Orson Welles film". Nonetheless, 'Chimes at Midnight' is right up there with 'Kane', 'F for Fake' and 'The Trial'.
The magnificently glorious visuals serve the surprisingly powerful story well, and there are great performances from John Gielgud (as Henry IV)and Welles himself (Roger Ebert pointed out that Welles, whose life in many ways mirrored that of Falstaff, was born to play the doomed fool).
The famous battle scene is as astonishing as one would expect and the final scenes are heartbreaking.
