It's a genre exercise, and a very specific, deliberate one. "Grindhouse" sought to pay tribute to the scuzzy underground films of the seventies, but they did it with a knowing wink, not to mention big-name actors and pricey special effects.
"Beyond the Black Rainbow" isn't as shamelessly entertaining as "Grindhouse" but you can bet your keyster it doesn't have that knowing wink. This really seems like some mind-bendingly bizarre movie you'd rent from the video store in the 80's and never quite forge, no matter how hard you might try.
The vivid colors recall the palette of Dario Argento, and for a while the droning soundtrack and whispered nonsense dialog casts a spell; after a while, the spell will probably break (your mileage will vary) but I'd say its worth it while it lasts.
