It's...alright. Some might say the lack of trained actors is a bad thing, but it's just as much a good thing as it is bad, because they make the action sequences really legit. The beginning is really depressing, likely on purpose to strike that chord among the viewer.
I can see how some would call this a "Navy promotional ad film", but it also kinda feels like a film based off a shooter video game. And this film is about as good as a shooter game film could be.
