It's explains the ideas of the separation of a high elite society and a rejected impoverished society, and those who try to break the barriers. It has a "post-civil war" relationship feel to it, too.
As a Korean animation, it's very detailed and has a lot of visual appeal.
It's definitely one movie that can appeal to more than solely anime or future fantasy fans.
