In horror movies that are around 90 minutes long, normally roughly the first hour is spent building up the characters, and leading up to roughly the last 30 minutes which is the "scary" climax.
The problem with Wolf Creek is that in that time you don't really care about the characters, and the climax isn't scary, nor very thrilling.
