This is a fun 90s mess of a comedy. It feels like some random sketch comedy bits inserted into a barebones outing centered around waynes attempt to put on a rock concert. Sadly most of the jokes haven't aged well and the films pacing is uneven as a result.
Nonetheless if you're a fan of the cast there's enjoyment to be found here even in 2023! Its clear this was a cash in due to success of the original.
