Far inferior to the first installment. Extremely loud and repetitive action scenes you've seen before interspersed with long, boring stretches. The only one in on the joke, obviously, was Woody Harrelson who unapologetically riffs and rips-off Marlon Brando's over-the-top "Apocalypse Now!" Colonel Kurtz character (I guess Woody was aping him?). Amiah Miler: what the heck was she doing there?
Popcorn value? None. A film can't be repetitive, unimaginative, boring and be worthwhile--- even as an escape.
