This one fails not because it's a poor concept - but it could have been so much more. Whoever wrote and directed this couldn't decide if this was a comedy or a documentary or an expose on American imperialism.
Two victims of the concentration of wealth by the ruling class find a crack in the system and begin selling arms to the US government, ultimately getting into trouble because they violated the Buy American Act in federal contracting.
Jonah Hill has the disaffected stoner thing down and doesn't do much else. Teller is a statue in his role, providing little beyond mouthing his lines. Somewhat funny, sad, and poignant, in the end it fails because it couldn't decide what it wanted to do.
