Outrageous and depressing. Some of what the critics are saying about it are very right... There's not much hope or suggestion for relief made through this effort. It's more of an informative "Think Twice Before Having Children, Because There's Not Much Left For Them If You Can't Afford To Take Care Of Them" campaign.
Impressive, yes. But what good is a documentary that's only action is getting our attention and saying, "See this? We're screwed!".
