Beautiful acting and fantastic cinematography. Unfortunately, from the very beginning you can see, and admitted by McKay, that this is mostly made up and not serious. The story is largely incoherent with some fun scenes peppered in.
The script and characters are so over the top and ridiculous that the whole movie isn't taken seriously. Unlike The Big Short where McKay went to into depth behind the characters and motivations of several people around the Great Financial Crisis, he didn't bother to go deep into WHY Cheney wanted power and how his experience created some of his biggest blunders such as the Iraq War.
The outline of this movie is "Cheney was born a dirt bag, he became a drunk dirt bag, he turned into a powerful dirt bag. The end. Oh and he loves his daughters.".
