To hell with The Bad Lieutenant - Orson Welles' portrayal of a dirty cop descending into madness wins hands down. Keitel's is an exercise in dramanoid self-indulgence, while Welles creates a character we can enjoy while being repulsed at the same time.
Welles' direction is nearly perfect, with visuals as dynamic as anything made today - not to mention one of the longest tracking shots in cinematic history.
