Very good indeed, principally thanks to the great Dustin Hoffman for making it possible. Without him, there is simply a decent idea without the means to pull it off. He plays an actor too talented and skilled and hot-headed for his own good, forcing him to become a female actress to stay in the business.
There aren't any rolling on the floor laughing parts or lines that make you bust a gut, but there is a constant vibe of hilarity in the situations he faces. It all makes Tootsie a very funny movie, with some as-usual excellent one-liners from Bill Murray.
The relationships that start to ensue become progressively more and more interesting as they become somewhat touching (however silly some may be), and the conclusion becomes surprisingly rewarding.
