If you're up past midnight, got a couple of beers and want something to do rather than scratchin your balls, you could definitely do a lot worse than TimeCop. You may even have some fun; watching two Van Damme's may be better than one, at least, and we get some naked Mia Sara at least, uh, once.
Oh, and it's produced by Sam Raimi, so you can expect a few moments of hilarity, not least of which with the old doppleganger trick: I'm him, no I'M HIM! NO, IIIM MM HIMMM!!" haha, never gets old.
.. actually it does, but it's fun to revisit it.
