As far as documentaries go, few are as entirely engrossing as this one. I think that the MPAA shouldn't be anonymous, nor should the appeals board, since it can be a very unfair process. However, I think that the ratings board is still a necessary evil -- since I won't want my child to just walking into a theatre and getting to see American Psycho or Boys Don't Cry when he or she is nine years old.
However, to label a movie NC-17 on such a sporatic level as the examples given is a little bizarre. They should live up to a code, and the appeals court should work more efficiently.
